Depends on how legal you want to be... Assuming you want to be completely legal, and such, I'll go with that...
Have you tried the blunt approach? "Listen, you're just causing a lot of un-necessary problems I don' thave time to deal with. So, I'll call you when I have time to deal with you."
Have you tried the Harsh blunt approach? "Okay, listen LEAVE ME ALONE YOU PSYCHO #()*$&#)$&@)($#*&)%&#(*%&#@$(@#&$ )@#(&$)#(@$&"
Have you tried refusing to answer the phone/talk to them?
Have you tried the 'Who the hell is this?' approach? Always sound confused as to who they are and never acknowledge that you know them. After a while, get upset that they are pranking you or you will call the cops for harassment if they keep it up.
2 words, Restraining Order.

anyways, threaten with cops, if that doesn't work, call the cops, and if that doesn't work, have her arrested. As long as you arn't in new york, there is a anti-stalker law. In missouri, it's a pretty loose law that broadley defines anything close to stalking
