Gather player purchase data. Each week, the total number of weapons purchased world-wide since the previous week's change is counted. The purchase data is gathered directly from game servers. Every 24 hours, game servers upload a file to Steam listing the quantities of all items purchased over the course of the previous day. notice it doesn't specifically mention what happens with non-dwp servers nor does it say ALL game servers upload blah blah blah. granted, it doesn't say that only dwp game servers upload a file blah blah. but i just can't believe that this problem would be an oversight... i mean, the whole supply/demand scheme doesn't work if you're taking the demand of all servers, but only supplying a few (with higher prices). it's just idiotic. so until i see official code or an official release on whether or not servers with the dwp setting turned off actually send the data, i'm not going to say for certain one way or the other =P

I suspect this means that all data is uploaded to the servers, but it only affects servers that have it turned on. I'm not sure if servers that have DWP off contribute to the trend.
I'm guessing they upload the data superfluously to non-DWP servers in case they decide to turn it on. This way, the data is only transmitted on the scheduled weakly updates as opposed to whenever the server admin feels like turning it on. This allows them to control bandwidth flow.
I could be way off, but you're right, it doesn't make much sense that the non-DWP servers would affect the medium of the market prices, since they are fixed.

From how I read it, all servers send and recieve the DWP file, but only servers that have DWP turned on get affected by the prices.

DWP turns itself on when the server is restarted until the map changes. One round of that was enough for me to not like it.
