Just steams way of telling you to get the f@#$ lost. Nice polite way of doing things steam. Don't tell me I am far too busy to be bothered with you, just give a cryptic error message instead of telling us "Try again".

Bait (and wait is the game steam plays best.)

First they sell you the game.
Then they make you download a bunch of stuff.
Then they make you download updates constantly.
Then when they get going they are too busy to be bothered with their customers.

I FOUND THE ANSWER
in the steam forums

1.) exit steam
2.) delete steam\ClientRegistry.blob
3.) restart steam
note you will need your password
